The Board of Treasury in order to meet army pay requirements in 1785 could no longer use Office of Finance notes (See Robert Morris 1783 issue heretofore described) because that office had been eliminated. The remainder of the unused Robert Morris six months forms were modified by cutting off the top portion containing "No.", "Office of Finance", and "1783" and filled in by hand as to serial number, Pay Office, date, and drawee and signed by John Pierce as Paymaster General pursuant to the order of the Board of Treasury. The bearer status, denominations and watermarks of the modified forms remained unchanged.
