Born in Stillman Valley, Illinois. Married Elsie Hadley September 19, 1894. He had a son. Graduate of the University of Illinois in 1880. Employed as a civil engineer with Chicago, Milwaukee and St. Paul Railroad. He farmed in North Dakota 1882 to 1890.
Served in North Dakota house of representatives 1891 to 1893. Served in North Dakota senate 1893 to 1899. Served as major in 1st North Dakota Volunteer Infantry May 2, 1898, to September 25, 1899. He saw action in the Philippines. Elected Governor of North Dakota and served January 1, 1901, to January 1, 1905. Served in the AEF in the World War.
Appointed Treasurer of the United States and served May 2, 1921, to May 1, 1928. His signature appears on paper money issued during that period.
