Bio

• Born at Havre, France, came to America in 1855. Graduated from Union College in 1871. Received M.D. degree from Albany Medical College in 1877. Practiced medicine in Schenectady and Albany. In 1888 he was appointed to a position at the Pension Office in Washington, D.C.
