Bio

• Born in Bridgeport, Connecticut. Grauated from University of Pennsylvania in 1885; instructor at University of Pennsylvania 1888-91 and professor of statistics 1891-1900. Chief of the division of documents at the Library of Congress , assistant director of the census.

  Author of The Private Issue of Token Coins (1901)

  He died at New York Memorial Hospital.
