In some cases the checkout does not work. The seller should have promptly
notified you via email. In some cases email does not go through. Contact
the seller via ebay - click on the seller's handle and send the email
through ebay. You may also pull up the seller's ebay info which usually
includes a phone number - contact him directly. Safeharbor should be used
for fraud or if a seller has made repeated attempts to contact a buyer
without success. It's a last, not a first (or second) resort.
