    There should not be since the University makes this statement only:

    The rules of the University Senate do not permit the loan of the
    thesis abroad. However, providing we are able to obtain permission
    from the copyright holder we can supply you with a xerrox copy. They
    have done this already. I will purchase this item for the C4 library.

    There is a declaration for the consortium (C4) that states:
    1.This copy is for library stock.
    2.This copy is not being offered for commercial sale.
    3.We have not been supplied with a copy of this work.
    4.We understand that the content of this work is copyright and
    protected by prevailing UK and International copyright laws.

    If approved I will send a letter indicating C4 will purchase this
    copy and this will accompany the original approval letter. Perhaps
    Leo will handle this transaction after we communicate fully and
    assuming approval of the funds.
