Definition
  • The first series of fractional currency issued by the United States in August, 1862, and so called from the fact that representations of postage stamps were a part of the de- sign. The credit for this issue is due to General F. E. Spinner, the Treasurer of the United States, who adopted the idea from the postage stamps being used by the people in lieu of small change during the Civil War.
