Bio

• Born in Lexington, Kentucky. Attended Kentucky University. Married Annie Morgan May 11, 1875. He served as mayor of Lexington, Kentucky, for six terms. He was an Indian Agent in Arizona. He began to work for the BEP in 1883 and served as 9th Director from July 1, 1893 to May 10, 1900.

  He died at Lexington, Kentucky.
