Born in Bethlehem, Pennsylvania. Married Wilma Ann Bruhns December 26, 1949. They have five children. Received B.S. from St. Joseph's College in 1950 and J.D. from Temple University School of Law in 1957. Admitted to the bar in Pennsylvania in 1958. Employed in the practice of law and real estate development. He was a rear admiral in the naval reserve.
Employed with Philadelphia Redevelopment Agency; Urban Renewal Administration; Housing and Finance Agency; Walker Murray Associates; and Korman Corporation. He served as regional administrator with the Pennsylvania Department of Revenue. Republican candidate for Pennsylvania Senate in 1979.
Appointed Superintendent of the Philadelphia Mint in October 1981.
