Bio

• Born in Nottingham, England. Moved to Illinois and later Elyria, Ohio, in 1907. Received A.B. cum laude from Harvard in 1916. Married Emery May Holden October 18, 1917. They had two sons and a daughter.

  He passed a civil service examination and was assigned as second secretary to the ambassador in Paris. Later assignments took him to Japan in 1922, The Netherlands in 1925 and Chile in 1929. In 1934 he was appointed counselor to Mexico City. He was appointed minister to Bolivia in 1936 and the Dominican Republic in 1937. At the outbreak of World War II he went to Portugal to negotiate for air bases. He was later assigned to Panama and Cuba. He retired from diplomatic service in 1948.

  In 1966 he was appointed to the United States Assay Commission. He served on the council for the ANS 1960 to 1978.

  In 1969 the Norwebs donated a Brasher doubloon to the ANS. In 1978 they donated a 1913 Liberty Head nickel to the national collection at the Smithsonian Institution. He died in a hospital in Cleveland.
