Born in Lexington, Kentucky. Married Marguerite Holmes Trenholm April 20, 1900. They had four children. Employed with newspapers: Lexington Leader, 1893; Chicago Tribune 1896 to 1897; New York World 1897 to 1905.
Active in Democratic Party politics. Chief of publicity for the Democratic National Committee in 1912 and 1916. Auditor for the Department of the Interior 1913 to 1915.
Appointed Director of the Mint serving March 1915 to July 1916. Resigned as Director of the Mint to become Director of Publicity for the Democratic National Campaign Committee. In 1917 he was publicity director for the First Liberty Loan. He served on the Interstate Commerce Commission 1917 to 1921. Practiced law with the firm Esch, Kerr, Woolley & Shipe 1929 to 1934. Delegate to Democratic National Convention in 1936 and 1940. He died in Washington, D.C.
Woolley appears on a mint medal (USM 312) as one of the series for Directors of the Mint. Dies were by George T. Morgan.
