Born in Philadelphia, Pennsylvania. He served with the Pennsylvania Volunteer Infantry during the Civil War. Married to Mary Barclay with four children.
He was a founder of the Philadelphia Evening Star in 1866. Washington bureau chief for the New York Tribune 1866-1870.
Chief executive clerk for the U. S. Senate 1873-1879 and 1883-1892. Chief clerk of the Department of Justice 1882-83.
Elected to Congress as a Republican serving 1897-1903. Superintendent of the Post Office Dead Letter Office 1905-1913. Superintedent of postal savings department until 1915.
Author of The United States Mint in Philadelphia (1903).
He died in Washington, D.C. and is buried at Glenwood Cemetery in Washington, D.C.
